Definitely Blue Rock as top, followed by Mad Bad then Shove It. I'll always have a soft spot for Mad Bad because it was the first new solo album that I was aware of being released, so I was really excited for it. And as others have mentioned, the artwork is incredible! If I was able to judge it without any nostalgia (which is impossible!) then I agree that a lot of it is quite generic, "bland" rock though. Which makes the jump from that to Blue Rock even more amazing! With the exception of Dirty Mind (embarrassingly childish. The only weak track imo), the whole album is so much more mature and confident than before, with the last two tracks being 2 of the best Queen related solo tracks! If only Heartland replaced Dirty Mind, then I simply couldn't fault it!
I will always consider Shove It as a Roger Solo album though, as it isn't really any different to Happiness or Electric Fire (Roger on vocals, drums and occasional rhythm guitar with guest musicians) and only a Cross album by name.

Shove It does feel like a Roger solo album imho, it feels like a re-hash of Strange Frontier, almost.

youtube rank of The Cross top songs Nice you included Heartland as an honorable mention, that seriously should have made Blue Rock LIAR AS #1? OH YEAH!!!! Ain't Put Nothin' Down and Breakdown were surprising inclusions, Ain't Put is my favorite on Blue Rock and Breakdown is one of my favorites on Mad Bad! Feel the Force should have been on ALL versions of Shove It, not just the US version! Cowboys and Indians and Power to Love are CLASSICS!! My top 10 would be something like this.... 1. Liar 2. Cowboys and Indians 3. Sister Blue 4. Ain't Put Nothin Down 5. Breakdown 6. Contact 7. Hand of Fools 8. Heartland 9. Top of the World Ma 10. Blue Rock by a mile.
Always thought The Cross got substantially better as they went along - a lot of Shove It is absolutely unlistenable, Mad, Bad... is a decent enough if kinda middle-of-the-road rock album, while Blue Rock is a really solid record.
Bizarre (but not unprecedented) how the quality of their output was inversely proportional to their sales success.

To be honest, I was never really that keen on Roger's 'solo' tracks within Queen.
