Very long story short, no. The footage has been hoarded for decades, and almost certainly will never come out.
Apparently a few Queen collectors in Europe have a copy, but all have been sworn to secrecy to not even speak about it.
It's a shame, as the Monterrey footage is apparently of about half the gig and in great quality.

I saw the obvious watermark of " Queen Fan Club Mexico, QueenMexico.com" But apparently, it is down, and the Wayback Machine has it but the last snapshot was in 2016 and it said it was under construction. And earlier snapshot only have a blank screen. Does anyone have any idea what this website is and if we can get the full footage? As Bob says "long story" the guy is an extreme hoarder with that tape, in the dead Queenzone forum there was a very intense discussion years ago about the tape, Fransisco Arellano, leader of the Fan Club of Mexico uploaded some small clips of the recording of his brother (if I remember correctly) with the famous giant watermark, they tried to communicate with him to the point that he had to clarify things in the forum. According to his words, he is "looking" for more Queen material in Mexico and that he is willing to trade his recordings, at one point they asked him why he simply does not upload the tape, and he told 2 important things, according to him it's a family recording memories, apart from the fact that he suffered some kind of scam from someone close to him where he stated that there is more than one copy of the film Nowadays he now says he intentionally put the watermark on for dishonest people who take the video like owners which he gets to understand at some point, but he blames Bob a lot for misinforming people about the concert based on attracting more people to his page. he does not plan to take more bits of the tape, and at the end, according to what he says, he saw 35mm or 16mm cameras recording the show, so we will probably never or for a long time have that complete recording together with the one from Monterrey |

Cry me a river. Typical hoarder babble. Someone calls them on their nonsense, and they attack the messenger and "punish" everyone else for it when they were never going to let out the video to begin with. He's had 20 years to contact me if there's anything he wanted to clarify.
But instead for decades he just said he would trade his Puebla footage for other footage from that show. Someone on the inside once said how his hope was to trade for what would hopefully be better footage, then sell his poorer footage and hoard the better one.
If he doesn't want to distribute his video, which is his right because it's his property, then he shouldn't even talk about it, end of. But a) to hold someone else's property hostage is certainly not his right, and b) even though his film reel is his property, the footage itself entails the personality rights of four individuals who could easily sue him for selling a video with them in it (with or without the giant watermark over their faces). But I'm sure he's spoken to his lawyer about this?
TL;DR - he's in business to make money, and it's been so long that nobody cares anymore. You can only dangle the carrot for so long before people check out. The video isn't even that great anyway.
Enough already. He can crawl back into his cave now.
P.S. I'm flattered that he's made me a part of his timeline in this giant nothing burger.
