Is it just me or is there someone talking right after the first stomp stomp clap happens? You can hear it better on the Raw Sessions version too. At 0:25.

If you listen carefully to the count in on the Raw Sessions version, you can hear Brian (I think) counting 'One... Two... Three... Fouuuur', and that last 'Fouuuur' sound identical to me to the voice on the first handclap.
Bearing in mind the Raw Sessions are all cut and paste jobs, the count in might not have actually come from the version we hear.

This 'recording preparation' intro is attached to the later take of the song. By the way you can hear 'Four' two times in Raw Sessions version. First one is from the clean count-in by Brian. And another one is the common 'echoed' one from the final take. I fixed this odd repeatition in my NOTW set. |

As others have said, that noise you hear is Brian counting in his bandmates' 'stomp-stomp-clap, which as we know was recorded using delays and echoes to create that huge sound.
Brian's "one-two-three-four..." was therefore also echoed again and again until just the "four..." remained and ended up on the track. Had they gone one more time, it wouldn't have made it on.
I love that it's there. No modern group would allow something like that on their music, as it surely would have been digitally removed.
