I don't think that setlist is true unfortunately. Put Out the Fire was performed on its own according to many attendees, meaning it can't have been played between Now I'm Here and Dragon Attack. Knowing the band's setlists on the tour, Staying Power wasn't played when STL was, so it's unlikely that it was performed that night. Back Chat was scarcely played after Milton Keynes with only three known performances - Montreal, 2nd Inglewood and 2nd Fukuoka and I again unfortunately doubt it was played at Toronto. This setlist probably is from setlist.fm and they aren't accurate when it comes to uncirculating Queen concerts. It looks like they just copy and pasted Montreal's setlist and added STL (in the wrong spot I might add - it would have been played after Staying Power if they had followed their EU sets) and POTF in its later medley spot.
Nonetheless, just for the rare standalone version of POTF I'd also love to have this show available to us - unfortunately, it isn't at the moment

Setlist.fm have an number of setlist errors covering a number of artists, not just Queen.
It’s that thing that if it’s on a website it must be true.

In the absence of proof, unlikely things can't be ruled out.
The NIH - DA - NiH medley was so spread out that putting in a full length POTF doesn't seem impossible to me. Also, people claiming it was played in full X years after the fact are unreliable witnesses.
Back Chat being played 3 other times "that we know of" doesn't preclude Toronto (or anywhere else) being a fourth.
For the record, I'm not arguing that set list.fm CAN be relied on, I'm just saying unproven works both ways

I see the point you're trying to make but I have a different take on it - setlist.fm is extremely unreliable for Queen shows (and any other old band basically; me and other people who have tried implementing changes based on lots of research can sing a song about that) as many setlists from shows without recordings were simply copy and pasted from other shows, usually the first show of a tour / leg - this seemed to have happened with Toronto as well as the setlist completely matches Montreal except for the two songs which many audience members claim had been played. I'd rather believe multiple witnesses who saw the show (even if it was a good 40 years ago) rather than that website.
Long story short, the simplest way often is the correct one. In this case, believe the attendees who claim to remember a full version of the song and take what else we can gather setlist wise from the leg from the recordings or other proof we have which would mean no Staying Power or Back Chat at this show and a full standalone song not being plastered in the middle of the Now I'm Here medley. Otherwise we can start claiming that the band played anything at any show without a recording - or do we have any proof against it?
