I had this shower thought a few days ago, of using the same tools I use as a programmer to store huge files on github. And it does exist: GIT LFS (Large File Storage) will create you a pointer to the file on the GitHub server (bootleg etc..) and everyone with that link and GIT LFS can download it.
This can go into amazing lengths, and hopefully solve the "Can you please re-upload this" issue.

Seems a good idea in principle, but the first thing that came to mind was, why hasn't anyone used this before?

It's being used in development enviroments mostly focused on Data Science. It's not heavily advertised since it's an open source tool meant for programmers.

Is there any legal reason why it couldn't be used for the purposes you suggest?

Don't store your collection in the basement under a leaky dishwasher. The underside of my Rainbow Box Set got stuck to the table, and the notes on the underside of the box partially pealed off when I removed it from the wet table.

Not a lawyer (and this is not legal advice) but nothing I can think off, it is a storage unit for data, as long as it is not an official recording that QPL want to get rid off. I can not see anything that will prevent it. Don't store your collection in the basement under a leaky dishwasher. The underside of my Rainbow Box Set got stuck to the table, and the notes on the underside of the box partially pealed off when I removed it from the wet table. Feel sorry for you.

Well the CDs were not damaged, and I have no intention of selling the excellent Rainbow box set (so I ain't losing any money). Although the backside lettering is half pealed off, I can click on this link whenever I want to ...
I have the Hollywood records version (not the Virgin Records version), but fortunately the Hollywood records bar code did not peel off when I removed the box set from the wet table.
I was pissed off at the time, but I got over it somewhat quickly ...
